100hp cams for A2 1,4 petrol?

I've been looking for a cost effective way to get some more power to my 1,4 petrol. A turbo would be ideal, but it's unreasonably expensive to install legally over here, so I have to look elsewhere. I've been searching for mechanical differences of the Audi's 75 hp 1,4 and Polo's 100 hp BBZ engine from vagcat.com, and the only one I've found is the cams.
Could it be that simply changing the camshaft(s) would give 1/3 more power? Would this require a remap or can the ECU handle it? If it's so simple, why haven't I heard anyone else having done this?
 
However, there is work that can be done to the 100PS engine - Ian (driveforward) has a SEAT Arouser that pumps out something like 116PS but you'll have to ask him if bottom-end flexibility has been lost; that might be difficult for him to answer as he's removed much of the interior so his torque is less significant because of the lower weight.

Improving the induction and fitting a 4-2-1 manifold improves the drive-ability of the 100PS engine, but it will never win any torque races below 4000rpm. Removing the weight from my car and performing these mods has improved on its lacklustre low end performance. Mine is a track car so stalling whilst manoeuvring although irritating, is not a show stopper.. and once it's wound up past 4000rpm it flies. Personally, for a daily driver, I would agree with Chris and say you're probably better looking for a more suitable engined variant.
 
I must admit that torque is something I'd like to have more too, even more so than hp. Wouldn't a 4-2-1 manifold help this with the 75hp engine too? Any tips on where to get one?
