Aircon / ACC not cooling, starts and stops fans randomly.

If there's a refrigerant leak, it's most likely that the condenser is faulty as it is the most lightly built component with a large surface area. Your A/C man should have added some dye which shows up green under UV light, as an aid to finding the leak. The condenser is mounted in front of the radiator - you need to remove the bumper to replace it. Also renew the dryer at the same time.

So what did you do in the end to fix it?
I removed the heater blower and cleaned it, and added a new cabin air filter. I then took the car for an AC refill where they also found a few leaks which they managed to fix. The car now blows ice cold air.
 
Great. By letting us know we close the loop and others can see what cured the problem. Keep an eye on the cabin filter, if it gets wet then the blower will again suffer. Could be a good idea to clean and lubricate the blower on a regular basis taking the weather into consideration.
 
The drains in the plenum chamber are supposed to be capable of draining down that area. If the collector cup on the right as you look at the engine is out of place then all that water will drop onto the gearbox selector area - not a good thing to happen. If the drains freeze up then there is the potential for water to overflow into the cabin filter and heater blower. I can not advise you when to cover up, you can judge that yourself, but he more snow and then melt water you keep away has got to be good. You may be OK not covering it and may not be able to cover it all the time and possibly the colder temperature where you are slows or prevent the smelly bacteria from growing in the filter.........Snow is not so much a problem as water, I even know people that park downhill if very heavy rain is forecast.
