Beam deflectors and HID headlights

Does anyone have experience of deflecting the headlight beam on HID headlights for driving in Europe?

Had a set of the standard stick on deflectors and the position recommended for A2's is '7 o'clock (if you treat the bulb as the centre of a clock).

Decided to try blocking the beam in this area and it made no effect on the high flaring to the offside i.e. the glare to oncoming traffic in Europe. In fact the beam is very flat from HIDS and on the nearside there is no flaring and on the off side there is a minimal amount of flaring that I could block by positioning a deflector at 3 o'clock.

However I do not want to drive with just one deflector, attracting a pull by the French police, so do I just fit both in similar positions. Or as the flaring is minimal adjust the beam to its lowest setting that will eliminate practically all the flaring?

As you can tell I am a bit confused and any wise words will be appreciated.

I guess this is the achilles heel of HID lamps, the light scatter is pretty bad.

Can you refit the original bulbs for the trip?
