Cleaning Rear Bumper

I noticed some serious road film on the lower bottom of the rear bumper. I tried using my usual car shampoo and wax (autoglym) but cannot remove the road film from bottom. It seems like it might have been road salt from the previous winter which I never bothered doing too much about. The dirt feels very matt and not smooth like the rest of the paintwork. (Crystal Blue Metallic).

Anyone got any tips on removing this sort of dirt/film?
 
Autoglym do a Tar remover which may help unstcik the grime.

As always try a small test area first, and wash it off with clean water.

I had this on my old Seat Leon, also rear bumper. Smeary sort of stuff-like grease on a plate that just doesn't wash off!.

I always find Mer polish takes off tar, other car paint when they open the door etc etc.
