Looked like it to me, they pulled out then blocked the road. Can't quite work out how they thought they could pull it off though.

I'm surprised some people have uploaded their clips. There are many examples of passing too fast and without caution on the inside in heavy traffic, including two undertaking maneuvers on roundabouts.
