Hub nut removal

Whilst refurbing wheel and rear brakes I notice the offside rear hud does not rotate freely with a ‘ flick.’/quick twist .
There is no noise and no play. Almost as if the nut is ivertightened .
Thought i’d Try and investigate, but unable to remove the nut - solid . No corrosion though.
Is there a split pin through it? And have been trying to undo counterclockwise. -is this correct??
Am I on the right track but need a breaker bar or something . ??I’ve tried an impact socket with no joy. I thought they were torqued to 70nm plus 30 degrees so shouldn’t be struggling this much??, unless the nut is over tightened hence the resistance when doing the hub.
Alternatively is a new hub and bearing job do you think?

Done.
Cut excess locking deposits with a scalpel . Loosened off eventually, added grease retughtened to correct setting . Spins much freer now must have been over tightened by a gorilla on installation
