1.4 petrol SE with aircon.
Just done the stat. I notice that the fan runs on slow just after start. Not sure if this is a new thing.
Is that normal?

Yes, it's to provide a flow of cooling air to the AC condensor (radiator) even if the car's stationary.

This can be a handy quick and dirty check on a used car actually. If it's a somewhat cool day it can be tricky checking the AC is actually working and therefore, has pressure. If the fan is cutting in, that normally suggests the AC system has enough internal pressure to at least not be blocked from working so at very least is prob O.K. to take a regas service.

This is especially the case on A2's as the compressor centre rotates all the time on our cars, so no visual tell-tale there to see if system's cutting in.
 
While on the subject of the heater/fan has anyone had experience of ( non A/C car ) the heater setting only works on position 4 nothing at all on position 1, 2 or 3
could it be the switch or the motor or wiring :(

I suspect there will be a resistor pack somewhere that reduces the voltage applied to the motor on setting 1,2&3

@Ami Paul is correct the heater resistor pack has failed and needs to be replaced. It looks like this..
