You say you were waiting to get parts for the car before getting the MOT, but the MOT ran out 3 months ago, nothing takes that long to purchase. I think you have upset someone as you state someone has complain and I would imagine they have arrange for the vehicle to be towed away, not by the council, they would always stick a notice on the windscreen for at least 48 hours before towing away.

Grove Park, Bromley, London

Your first priority is to confirm the identity of the local council responsible for the postcode where the car was parked. If you are in Grove Park, it will be Lewisham, but if you are in Bromley, it will be there. Grove Park is not in Bromley, although it is fairly close by.

Next you will need to make contact with that council as soon as possible, either by phone or in person, to clarify whether or not they have your vehicle.

When cars have been left parked on the street without an MoT for three months, it is quite reasonable for neighbours to ask the council to remove the vehicle without delay.

Thank you Steve, I'm right on the boarder of Lewisham so would be worth giving them a call. Thanks for the help. As for Bromley...
