Odd pipe under rear wheel arch

I recently took off my driver side rear wheel arch liner (as part of rear bumper removal) and found this pipe seemingly loose. It is grubby but is actually clear polythene pipe. The other (free) end goes down through the black underside of the wheel arch (so it points at the ground) and I had assumed it was a drain of some sort. But where is this end piece supposed to go? I can see no spigot or anything it could attach to. Any ideas???

It is an overflow pipe for the filler neck.
If you open the filler flap you’ll see a hole in the rubber neck, that’s where you need to be looking underneath

Mine as come of and rattling around inside ?
