Easy way of doing it is to open the picture in paint then save the picture as a Jpeg, you can even highlight the whole picture and reduce it's pixel count in paint to make it smaller.

Probably too big then, there are phone apps to "edit" the photo, but its definitely a lot more difficult on a phone/tablet to using a PC/MAC.

It's also possible to reduce the quality and size on the camera app itself.
