Start temperature glow plugs

Problem:

Cold start up. Car starts and runs on first start rough with lots of smoke/unburned diesel.
Feels like it's running on 2 cilinders, disappears after approx 10 seconds and continues to run very strong and powerful.
Warm start, no problem at all.
No stored fault codes, as per AMF is correct; it doesn't on AMF regarding cold start/glow plug troubles... if I understand correct.

Changed:
Air filter new, glow plugs new (Meyle glowplugs) .
Additional: engine temperature sensor and coolant is also new.

Checked:

Wiring glow plugs, and glow plugs after approx 1500km, they have some soot on it but looks like they're not being powered/electrified or at least used
Fuse, relais, all measured with a Fluke on resistance and is all satis.

Question:

At what temperature should the glow system get to work?

The glow relais is receiving DC from the ecu, but does it only at minus whatever certain temperature?

For now the temp here is 17.5 celcius, the glow plug sign lits up for 1-2 seconds.
However, there's no voltage at the glow cable plugs when I measure between them and earth with the fluke.
Also the relais for the glow system is not clicking, although tested stand alone on a 12v battery the relais is clicking fine, with 0.2 Ohm resistance between the in/out going posts.

In my opinion it should be warm enough for at tdi to start up smoothly, hence the question...... Or maybe I do have a manky injector loom(?).

If something is not clear, don't hesitate to ask, because I want my AMF starting up like it supposed to do when it was new....

Cheers, Menno.

under 5 deg C from memory, anything higher and glow plugs are not energised

could be wiring loom to injectors breaking down, quite common issue with the pd engines

Thanks.

Could an injector loom that's on it way out cause the unburned fuel on start up? Was thinking that a faulty injector loom would cut the fuel supply, but I could be wrong.
Got a loom from the totalled ATL, maybe I should give that a go.

more like lack of fuel on a cylinder hence it running on 2 cylinders
this does not seam to register an ecu fault

My Cobalt AMF feels like it starts on 2 cylinders in the mornings also, maybe the third one is there but well down if so. Anyway it does its best agricultural impression for the first 10 seconds or so, sometimes with smoke, but once over this and running on all 3, it warms up to be creamy smooth and free-revving. Identical symptoms to the OP.

I did question about an injector or the loom at WOM when I was passing earlier in the year. Marcus suggested (I think) valve stem seals and something else to do with oil in the proximity of injectors on startup. Not sounding like anything dangerous or damaging I'm afraid I mentally consigned it to the also-to-be-sorted list for a few years time when the oil chain gets done with the next cambelt, so sadly I'm short on details which might be useful now.

Rob @chumsofmanutd if you see this, please could you run those symptoms past Marcus again and post up with his opinion? :) Thanks and sorry to be a pain with a poor memory
