Steering wheel removal

I wonder if anyone can offer some guidance. I have a leather steering wheel to replace the rather unpleasant plastic one. I have tried removing the two bolts holding the air on the 'new' wheel. However they won't come out. After I have unscrewed them, they keep making a clicking noise and can't be removed from the wheel. Has anybody got any theories as to why this is happening? Thanks.
 
There is a how to on here somewhere I read it the other day, I’m pretty sure those screws are captive and shouldn’t come out, they loosen then you pull the airbag off. I will have another look now for the guide.

Thanks. didn't want to pull too hard.
 
The bolts don't come out deliberately. The airbag should need a gentle pull to remove, but be careful to hold on to it as you don't want it falling into the footwell.
