My 2005 tdi temp guage reads well under 90 (centre), takes at least three miles to get to that point, and the heater is not getting overly hot set on 24 deg.
I am assuming the thermostat is the obvious place to start. They range in price from £3.22 to £6.30 for the meyle one. I am guessing any rated at 87 deg will do?

You might have a faulty thermostat but, at this time of year with low outside temperatures, my Tdi takes just as long as yours to reach 90. It warms up a lot sooner in warmer weather. How does yours fair when the weather's warmer?
 
The electric heater should kick in waaay before your engine is warmed up. I have warm air within 5 mins and my temp reading is still rising for 15 minutes after this (town driving stop start)

The electric heater will defrost my front window in 5 mins if I leave the car ticking over. However engine temperature with the heating on takes a long time to rise in this weather unless it’s on the motorway

Meyle best bet, they're better quality and its the type of job you only want to do once.

If yours is a 2005 75 it will, however it only works below 5 degrees ambient
