Presumably one who is blind and deaf or who is partial to the diy interior repair using sticky back plastic and carpet tiles and the ICE unit retrofit with blue led strobes.

Being serious though when has it ever been £45 to fix a OSS
 
My all time best is not A2 related but worth a laugh.
It was in the early `70s and my wife took a fancy to a Ford Capri.
Most of the ones I had gone to see had had a re-spray on some part or other of the body work covering up dagenham dustbin rot.
Took a train miles away to look at what I thought would be the one,good spec and advertised as no re-spray.
To be fair it was an honest statement,it had not been re-sprayed it had been hand painted and you could see the brush marks.
Not amused at the time.

BER is a military term used for engineering equipment. including vehicles, that need repairs that cost more than the repair limit. Each piece of equipment/vehicle has an individual repair limit that reduces as equipment gets older. If estimated cost of repair is more than the repair limit the equipment/vehicle is classed as BER & is scrapped/disposed of at auction.
The main reason a repair limit is given is to stop military workshops spending far more than the equipment/vehicle is worth on repairs. BER is not really relevant on nearly new equipment as repair limit would be high, but becomes more relevant & is taken into consideration before undertaking major repairs on older ones that are coming to the end of their life. From memory, I remember vehicles having an expected life in years when they are 1st put into use.

Its the ones where the seller states a fault that needs a small inexpensive part to carry out a repair but can't be bothered to do even though it could mean selling the car for a great deal more...............are people that lazy or well off.........
Also pics of cars full of rubbish or not washed (inches of mud and crap) and they are asking top money........
