Brakes Binding

Last couple of days when I have got in the car in the morning the rear brakes sound like they are binding - I'd assumed the handbrake wasnt releasing correctly.

HAd it looked at this morning and the dealer reccons that its because the rear disks are 50% worn thats causing this. Sounds like a cop out to me - anyone with any thoughts?
 
Rear brakes will stick in this damp weather and as the discs are made from iron, they'll rust in an instant with the salet on the roads, leading to stuck discs when you set off in the morning.

If the dealer is saying that the discs are 50% of their original thickness, then change the discs and pads, but if they look ok and have very little in the way of a lip at the edge, then they'll be fine for a while.

Road salt makes the brakes on my car useless for the first 2-3 seconds. And once I brake they bite unevenly until they are dry. Pretty dangerous.
