It is a protective cover that goes over the solenoid switch on the starter motor. There should be a large jubilee clip to hold it in place, according to the parts diagram.
The design is slightly different to that shown; it now covers the connections, anyhow its re-fitted and cable tied on, doesn't seem to clip to any thing - just push on and tied.
