@PlasticMac is muddling up ULEZ and congestion charges.
1.4 petrol is exempt from ULEZ, which is expanding out to the north and south circular roads in October, but you’ll still need to pay the congestion charge in central London which is a different animal from ULEZ altogether.
I live in the expanded zone, but as my 1.4 is exempt from ULEZ, I won’t have any charges unless I drive into central which I never do.
If a car isn’t exempt from ULEZ, say a 1.4 diesel, which drove into central London then they would be hit with two charges, congestion charge and ULEZ.

- Pay by Auto Pay - £15.00
- Pay before you travel or by midnight on the day of travel - £15.00
- Pay by midnight on the third charging day after you travel - £17.50
- For example, if you travel and pay on Tuesday the charge is £15.00 or £17.50 if you pay by midnight on Friday.
- If you travel on a Friday you have until midnight on the following Monday to pay.
Ultra Low Emission Zone (ULEZ) £12.50 a day

24 hours a day, 7 days a week, every day of the year (except Christmas Day on 25 December).
A charging day runs from midnight to midnight. You can pay by midnight on the third charging day after you travel or up to 90 days in advance.
ULEZ zone will expand on 25 October 2021
The ULEZ zone is expanding to cover the area up to the North and South Circular Roads (A406 and A205). The roads themselves are not included in the zone.
